Cancellation Plans

Global cancellation plans and their refund tiers (the policy). A plan and its tiers are read and written together. Attach to listings/channels (with optional overrides) via Listing Channel Offers.

Plans are a small bounded set, so this returns all of them (each with its full tier list).

📄️ Create or update a cancellation plan and its tiers

One call defines the whole policy: creates the plan when `plan.id` is blank/new, otherwise overwrites it, and fully replaces the plan's tier list with the supplied `tiers`.
